I have to agree that "The Living Years" is very sad. A few other songs that are almost as sad are:

My Father's Eyes - Eric Clapton
Everything I Own - Bread
Cats in the Cradle - Harry Chapin

Some more sad songs:

Without You - Badfinger/Nilsson
Dead Babies - Alice Cooper
You've Lost That Lovin' Feelin' - The Righteous Brothers
Policeman - Chicago
Child in Time - Deep Purple
Ready To Go Home - 10cc
Shooting Star - Bad Company

Forgot to include this sad song from my favorite band.

UFO - Belladonna

I'm not much of a country music fan, but I watched this video on YouTube and it made me cry inside.

Sherri Austin - Streets of Heaven

I have to include this one with a little story. It was 1983 and I was working a summer job with the USGS. We were working near Alturas, CA and after work we went to a pizza parlor for some dinner and a few beers. This song was playing on the jukebox and there was this girl draped all over the machine feeding it quarters. She played this song over and over and over again. She must have put twenty dollars into that machine. Poor girl, I hope things got better for her.

I've already posted more than ten, but I went through my music collection and found many more sad songs. Here are a few good ones.

Tears for Fears - Sketches Of Pain

Nazareth - Love Hurts

Everytime You Cry - The Outfield

Sting - Fragile

Don't know if I can conjure up ten off the top of my head, but I'll contribute anyway.

Since the first time I heard this song it had always struck a chord in me.
Especially the inevitable reflection of Layne's death, but more so, suffering.

I've always associated this song with the tragedy of 9/11. Listening to
this batters up my sympathy and sadness at the senseless loss of humanity.

There are a few Pearl Jam songs that haunt me. Indifference, Immortality,
Nothingman, Just Breathe. PJ doesa splendid job at getting me all teary eyed.

Another tragedy associated song for me.

This one stirs up some bittersweetness, guess it depends what kind of mood
I'm in when I listen to it.
