Not my favorite tracks by either band but The Smiths song is recorded and played better and Morissey is a far better singer/songwriter than Curtis.
Tough call but I give it to the Smiths who in the end imho were a more meanigful band though both had a big influence on later music and bands. Sadly Joy Division didnt last long and I didnt care for New Order dance pop style. The Smiths were lauded by many Brit critics and other musicians and some called them the most vital band of the 80's.

Joy Division had their fans also and "Despite their short career, Joy Division have exerted a wide-reaching influence and achieved widespread critical acclaim. John Bush of AllMusic argues that Joy Division "became the first band in the post-punk movement by ... emphasizing not anger and energy but mood and expression, pointing ahead to the rise of melancholy alternative music in the '80s" (Wiki) Joy Division have influenced many bands, including their contemporaries U2, the Cure and Orchestral Manoeuvres in the Dark.[106][107] In 1980, U2 singer Bono said that Joy Division were "one of the most important bands of the last four or five years"(Wiki)
