Technique with a drummer is everything, somebody who adds something interesting to the band's overall sound, anyone can just beat time, a great drummer for me has to be as creative and original as a great guitarist or a great keyboard player.
After Peart, I'd add...
Ginger Baker
Bill Bruford
Carl Palmer
Joe Morello
Buddy Rich
Art Blakey
Gene Krupa
Elvin Jones
John Bonham
Carmine Appice
A few jazz drummers there, I know you asked for rock drummers, but for me most the great drummers I have heard are jazz drummers, their ability to improvise sets them apart, never really knowing which direction the music is going in, as a lot of jazz is totally off the cuff improvisation, and yet still staying with the music.
Peart as a rock drummer is one of a kind though, especially live, every song in every performance is rehearsed and pre-planned and pretty much identical to the previous night, he's just an incredible technician, never been anyone even close to as good imo...
