Supposedly. That was what he claimed inspired him. I am deeply disturbed by the comments on the youtube video of the song that make out him being inspired makes the song somehow cooler. I love the song but ffs not because it inspired some sick psychopath. I like it because its a good song. Its like the courts how they tried to blame Judas Priest for some people committing suicide over some hidden message in the song Better By You, Better Than Me. That Ramirez 'Night Stalker' case was one of the worst things I had ever read about.
Night Prowler is not even about serial killing, it was a play on words in the lyrics. Same with that Judas Priest song. Media wants to make controversy out of anything even if its not even true.

Yeah that was another one I read about as well. I think it really does come down to bad misinterpretations.
