Muddy Waters was active from 1941 and John Lee Hooker from 1943 so they are ineligible according to your criteria. Why are they on the list?

Yeah, it's hard to get a complete list together without some exceptions. I couldn't find the exact specifications the real Rock Hall uses. Waters and Hooker are both in the Rock Hall of Fame. People like Robert Johnson, Woody Guthrie, and Les Paul are considered pioneers. I just kind of estimated 1945 as a stopping point, but I do want to make the same people eligible for both our Hall of Fame and the real Hall of Fame.

hard to keep either of these two out, but I just have to, they'll for sure make my next ballot.

13 votes in so far, good turnout! The more the merrier though. More votes I feel leads to better accuracy.
