I wouldn't say Kiss has done anything to the Hall, they certainly haven't taken them down. Kiss deciding not to play is solely about internal issues and has nothing to do with the Hall -- neither do any of the other non-performances have anything to do with Kiss or with an anti-Hall agenda.
Lots of acts don't play each year. They usually get another big name to step in and do a tribute. In a lot of ways that's actually more interesting & more exciting because you might see a band playing music they normally wouldn't play.
As for Nirvana, not sure why they wouldn't be playing. Not like they haven't done it multiple times before. They did it for Dave's Foo documentary. They also did it with Paul McCartney.
I say bring Neil Young in and do a few songs. I've always said 'Serve the Servants' sounds like a Zuma b-side to begin with.
