I believe it's a way to appeal to a wider audience outside of Japan.

I live in an area where Koreans outnumber everyone else. We have a local TV channel that carries Korean TV shows with English subtitles that are very interesting. And, I work with a lot of Korean and other Asian people. From what I've observed, Asian girls use hair dye and perms to look more western to appeal to Asian boys. Most western boys think Asian looking girls are really hot. But Asian boys seem to prefer western looking girls, so the Asian girls use hair and makeup tricks to impress Asian boys. Frankly, that concept boggles my mind. It makes no sense to me, but that's what I learned from Asians.
