$25,000 is not 1/8 of a million, which is $125,000.
$25,000 is 2.5% of a million.
Don't forget that lawyers' fees ($100-$500 per hour) and court costs take a lot of the winnings, so they wouldn't be left with much. I think this suit is more of a protest than anything else. You know the drill, "That !@#$%^&* is not going to get away with it."
As for your car example, assault and battery are offenses in both criminal and tort law and, therefore, they can give rise to criminal or civil liability. Scratching a car cannot.
