Aaagghhh!!! Brings back memories. I still have to watch my wording so I don't say things like "Totally" and "For sure". Luckily I've eliminated "Bitchin'" from my vocabulary.
The rumor was that one of the girls in my high school was the one this song was written about. She was a friend of Moon's so it very well could have been. She talked exactly like that, no exaggeration (although a lot of us sounded like this).
I distinctly remember her driving a convertible volkswagon rabbit. Not sure what that has to do with anything but to give you a Valley Girl visual.
