I'm torn,....I would call Gary Moore a better technician,...but Trower had a gift for creating a mood with his guitar,....I'm voting Trower, but there is no clear winner in this race,....

Trower, Moore is no doubt a technically better player as stated above but I prefer Trower by a good margin.
