Here if you screamed he would get hurt. I met several girls from Argentina who said the guys there do similar things to them. Where I live if I did that at any stage of life there would be severe physical consequences.

My sister and I went to Morocco a few years ago and blokes there kept touching our hair and leering into our faces. They were harmless enough - it's just what they do there but I got pretty fed up of it after the first day of it.

Well, to be fair, in relation to the Latino community down here..it is considered a compliment to be stared at. The "crossing personal boundries" and actually touching someone else is a no-no, Latino or Caucasian.
