The Kinks are good. The Who are better, you bet.
There are not many Kinks albums I will listen to. I can think of at least five Who albums I will listen to. I could compile playlists of both groups to simplify their careers and the Who playlist would be much more satisfying and contain more songs.

Love both, but most certainly the Who. Love their entire catalog up until the early 70s.
Moon and Entwistle as musicians are both up there in my top favorites.
Entwistle might be the best bass player ever. Thunderfingers was his name for a reason.
