This is a tough one! Both of these albums have many great songs and music, imo! I'm giving the nod to Scream Dream, today.

Really close for me but I gave the edge to Powerage. The first time I ever heard AC/DC was on the Powerage tour opening for Aerosmith & the one song which stood out was Sin City (I had never heard it but it really made a lasting impression). I went out & bought that record & it still is my favorite AC/DC album. I do like Scream Dream a lot especially "Terminus Eldorado"
