I'm sure that's exactly what it is. Anyone that has ever seen the way Paul uses the stage in concert, especially at his age with those platform shoes/boots on would definitely be able to understand the need for them. Odd that they are using old-school grey duct tape rather than black which wouldn't even catch your eye in a picture.
