Funny Man Tom Lehrer - unsure if he had any hits, all his music is in the Public Domain and has setup a Website of all his music which is all quite Funny.

Harry Belafonte has a few funny ones like Man Smart Woman Smarter, Mama look a Boo-Boo, I even love his live performance of Old King Cole, a track like that has a recurring theme which is found in The Twelve Days of Christmas, though Pete Seeger uses it to good effect in I Know A Old Lady/Woman Who Swallowed a Fly.
Another Satire track with a dash of darkness to it I'll add here is The Who's Happy Jack
though Substitute could even fall into the odd category
and while I'm thinking of Plastic, here's the Kinks Plastic Man, unsure if it ever charted though
