Help Finding Artist (Female, 90s, Festival, Slow Tempo)

Hello everyone,

In one of those silly facebook groups someone posted a video from a concert in the 90s of a band and I can't quite find them . I know the following;

Really big crowd, seemed to be a festival.
Lead singer was female (brunette), young and very attractive. At one point while she was singing she put an arm behind her.
The concert seemed to be in the 90s.
The tempo of the song was slow.

I know the cues are very very vague, but maybe someone knows. I googled "best female rock singers" bla bla but still nothing. I suspect it is rock themed since it was posted in a group that normally posts rock in general.

Europe has been big on festivals for decades... and female-fronted rock bands, too. Could it possibly have been in Europe?

What kind of slow tempo... like a ballad, or loud-rocking and slow? Any synth?
