I think that The Tubes three 80's albums - Completion Backwards Principle,Outside/Inside, and Love Bomb - are all excellent and they were criminally underappreciated all through their career.
I would say Extreme was seriously underrated (they started in the 80s). I would say that King's X has always been and remains today criminally overlooked, and they started in the 80s as well.

I would definitely say Husker Du. Don't get me wrong. REM is (was) a fantastic band. While they represented the bright side to alternative rock, Husker Du was little bit more serious and much more darker. Zen Arcade is a masterpiece and nothing like it has been made since or before it. Though they may never make it into the RnR Hall Of Fame they still solidified their place in rock's history.
