I checked it out to see where Judas Priest fit into the rules and only saw the're not considered part of the NWOBHM.

So what are they considered then?
This is how I classify it, and how I've been classifying it for many years:

Black Sabbath are the grandfathers of heavy metal.
Judas Priest are the godfathers of heavy metal.

Judas Priest are the godfathers of heavy metal.

I only listen to Sabbath, Priest and Maiden on a regular basis. Absolutely love them. I have some Mettalica but other than that, I'm not really a metal fan. I can't stand all those other metal genres like thrash, doom and the what not. And don't get me started about bands that some refer to as metal but are not.
