When does hard rock become heavy metal?

IMO heavy metal can't have horns. (barring experiments with orchestras). Once you throw a saxaphone in there it can't be heavy metal. Plenty of hard rock with horns (Rolling Stones' Bitch, Foriener's Urgent etc.) but certainly not metal.
