The bit rates will be so low that I can't see what the use it - except for football radio? I suppose they want to keep the bit rate lower than 32 kbps which is as low as mpeg4 aac will go. It also could have been used for digital AM which shouldn't have been anywhere near the bit rate digital FM should be at.

Also, what devices are they intending it for?

I have found

With satellite radio, which appears to have dropped football radio, maybe it was the licensing fees? I thought they had some success with it.

It appears to be back, maybe because they have gone geosync.

IIRC, HD AM would really be optimal with mpeg13, which would reject interference the most, but be lower bit rate. I remember also that mpeg7 is the considered the lowest bit rate that is adequate for singing.

I didn't even know there was such a thing as mpeg 7. This wiki article on it is quite informative.

A few application examples are:
  • Digital library: Image/video catalogue, musical dictionary.
  • Multimedia directory services: e.g. yellow pages.
  • Broadcast media selection: Radio channel, TV channel.
  • Multimedia editing: Personalized electronic news service, media authoring.
  • Security services: Traffic control, production chains...
  • E-business: Searching process of products.
  • Cultural services: Art-galleries, museums...
  • Educational applications.
  • Biomedical applications.
  • Intelligent multimedia applications that leverage low-level multimedia semantics via formal representation and automated reasoning.
