It really is! You can imagine my surprise when I found a used copy of it today in my local record shop, means I can finally replace the CD-R I have that my brother burnt me off his copy!
Um, he's an American singer named Ken Tamplin. He was in Joshua before Rob Rock, then he formed a Christian metal band called Shout and then he went on to a minor supergroup of sorts called Magdallan in the early 90s with a few of the guys from Giuffria and House of Lords (I think he's been solo ever since).
Good cheesy AOR/pop metal in the late 80s Whitesnake and Hagar-era Van Halen mould. Funnily enough, he's actually Sammy Hagar's cousin, so it seems vocal talent runs in the family! I've found a few of his albums at the aforementioned used record shop, so I reckon some guy's unloaded them all in one go.
This one's a duet with Jeff Scott Soto, but it gives you a good idea of what his stuff's generally like.
