Bob Dylan.
I understand there are some people who don't like Dylan's voice, it doesn't bother me at all, when they bash his voice.
Tom Waits is one of the worst singers of all-time.
Waits makes Dylan sound like Luciano Pavarotti.
And Celine Dion (I'm not a fan) doesn't irritate me as much as someone like Aretha Franklin, or Miriah Carey or the hundreds of Miriah Carey clones or all those female R&B singers who over-sing everything and stretch out every note. to the point of total annoyance!

As far as singing VOICES go, Bob's my favorite singer. His voice is so cool.

Celine by a mile!!!! I love Waits and Dylan as songwriters, geniuses even, but anyone who thinks that what these guys do when they open their mouths can be described as 'singing' needs to be locked in a padded cell with Luciano Pavarotti's Greatest Hits playing on a loop for 24 hours if they want to know what real singing is!! I don't think I own a single Celine Dion record, but I have heard her sing and she has a beautiful tuneful voice, Waits sounds like his vocal chords have been destroyed when he swallowed a corkscrew from one of his bottles of bourbon, and Dylan couldn't sing for crap even when he was 25-30 years old, and I think now he's nearer 70.

Celine Dion, the other two couldn't sing if their lives depended on it. I've heard farts that are more melodic than either Dylan or Waits.
Now whether or not you like Celine may be a different story/topic entirely, but the woman CAN sing and imho, is one of the most talented females to ever put voice to tape. Bob Dylan's voice is more annoying than a 100 cats screeching and bellowing in the middle of the night. Waits is the same, only after each of those cats has smoked about 100 cheap, shitty cigars prior to the screeching and bellowing.

I was just listening to some Dylan. Though it's a tie between Celine Dion and Dylan. I wish I could pick 2 choices. But under these circumstances, i'll go with Celine Dion.
