Well, not on Tom Waits' level, but Elvis definitely has a very raspy, cackling, odd voice, which is why I like him.

If About A Girl considers Bob Dylan and Mick Jagger "rough n gruff," then Elvis Costello absolutely fits in with what he's looking for.

On the Johnny Cash tip, I'd also recommend Stephin Merritt of The Magnetic Fields.

I find Dylan to be whiney and nasaly. I wouldn't consider Jagger ruff or gruff either.

E can be gruff at times but he also can be quite the falsetto. He's all over the map.

Ruff n' gruff seems to be the lower kinda register of singing like Tom Waites, Thorogood, Howling Wolf and other guys like that..

I agree...Elvis Costello is as gruff as a church mouse.

How about Neil Diamond? He's sounding a bit rough and gruff nowadays...well, rough at least.
