Halford for sure along with Ronnie James Dio, Tony Iommi and probably Bruce Dickinson.
Ozzy not so much especially regarding his recent albums which have been mediocre at best.

I'd have said Dickinson was up there, however he's so much more than a metal legend, he's a fencer, pilot, businessman: he's a god damn genius. Also, I think he's rather tame compared to Halford, Ozzy, Iommi, Dio etc, especially when you factor his other projects, plus the fact that he's quite well spoken for and also a Eurosceptic Tory to boot. Not the most rock and roll thing ever but as a Eurosceptic Right Winger rocker / part time metalhead myself it's fine by me! He's certainly a unique man.
